Terms of Service of FlashSkins.com Website

The following document sets forth the Terms of Use for the FlashSkins.com website. Please read these Terms of Use carefully before using the website. By accepting these Terms of Use, you confirm that you meet all the requirements necessary to enter into a legal agreement and that you understand and accept the associated risks.

  1. Definitions
    1. User - any adult individual who uses the Website, in particular for the purpose of buying or selling virtual items in the game Counter Strike 2. If, under the laws of the User's country of residence, the User does not have full legal capacity, the User is required to stop using the Service or obtain consent from a legal guardian with full legal capacity;
    2. Website - the website located at https://FlashSkins.com, enabling Users to buy or sell Items in the game Counter Strike 2;
    3. Steam - the website located at steamcommunity.com;
    4. Administrator - FlashSkins;
    5. Account - an individual account assigned to the User, which they can log into via Steam, used to manage transactions performed on the Service. One Steam account may be linked to only one Account on the Service;
    6. Item - a virtual resource without a physical form used in the game Counter Strike 2;
    7. The Service - is a paid or free service provided electronically on the Website to the User;
    8. Newsletter - digital content containing commercial information regarding the Administrator's current activities, including information about new products and promotions available on the Website, sent to the User after the User has consented to receiving commercial information;
    9. Purchase Balance (Wallet) - the balance assigned to the User's Account, which can be funded by depositing funds using one of the payment methods available on the Service. Funds accumulated in the Purchase Balance may be used exclusively for the purchase of Items on the Website and are not subject to withdrawal by the User, nor may they be transferred, deposited, or otherwise credited to the Piggy Bank. When crediting the Purchase Balance, the payment operator may charge a commission, which is fully borne by the User;
    10. Piggy Bank - a technical balance assigned to the User's Account, into which funds earned by the User from the sale of Items are transferred after the freeze period ends. These funds are initially marked as "frozen funds" and remain in this status for a period of 8 days from the moment of the Item's sale, with their amount corresponding to the Transaction Price set for the given transaction. After this period expires, they are transferred to the Piggy Bank and are available as "funds available for withdrawal," from which the User may withdraw them using the withdrawal methods available on the Website or transfer them to the Purchase Balance. A subsequent change in the market value of the Item, including during the freeze period, does not affect the amount of funds allocated to a given transaction or the withdrawal amount. When withdrawing funds from the Piggy Bank, the payment provider may charge a fee, which will be deducted by the Administrator from the funds available in the Piggy Bank. The Piggy Bank system was introduced on the Service in accordance with Steam's rules regarding the trading of Items;
    11. Transaction Price - the price of the Item listed on the Website and accepted by the User at the time of placing an order to buy or sell the Item. The Transaction Price is binding for a given transaction and does not change as a result of a subsequent change in the market value of the Item, in particular during the period of funds being frozen, transferred to the Piggy Bank, withdrawn, or the transaction being canceled in accordance with Steam's rules;
    12. Terms of Service - this document setting forth the terms and conditions of use of the Website.
  2. General Provisions
    1. The Website is a platform through which Users can buy or sell Items. These Terms of Service set forth the rules for using the Website, the rights and obligations of Users, and the scope of the Administrator's liability.
    2. Users may contact the Administrator via:
      1. regular mail: FlashSkins;
      2. email (email address: [email protected]),
      3. live chat available via the icon in the lower right corner of the Website. Live chat support is available 24/7.
    3. The Terms of Service are continuously available at https://FlashSkins.com, in a manner that allows them to be read and saved at any time.
    4. In matters related to the processing of personal data, a separate privacy policy applies, available at: https://flashskins.com/privacy-policy, which constitutes an integral part of the Terms of Service.
    5. The Administrator holds the economic copyrights and intellectual property rights to the Website, including its name, domain name, logos, and all original content posted on the Website, or the appropriate licenses to use them.
    6. The Website and the Administrator are not affiliated with Valve Corporation. The Website has no rights to use any textures, skins, or other content belonging to Valve Corporation. All Items remain the property of Valve Corporation and are provided "as is."
    7. Any use of the materials referred to in point 5 above may only take place with the Administrator's consent. Distributing them without the Administrator's consent will constitute a violation of economic copyright and will result in the obligation to pay appropriate damages to the Administrator.
    8. The Privacy Policy and the Website Policy preventing the use of services for criminal purposes, available on the Website, constitute an integral part of these Terms of Service. By accepting these Terms of Service, the User declares that, prior to using the Website, the User has read these Terms of Service, the Privacy Policy and the Website Policy preventing the use of services for criminal purposes, declares that they understand their content, and agrees to comply with them in connection with their use of the Website.
  3. Registration and Account Access
    1. To use the Service, the User must have an active, unblocked Steam account. Using the features of the Service requires logging into the Account via a previously created Steam account. The User therefore understands and accepts that logging into the Account is done via Steam. The User declares that they have read the terms and conditions of use for Steam available at the following link: https://store.steampowered.com/subscriber_agreement and accept their content. By logging in via Steam, the User does not transfer any data to the Website, as the login process takes place independently of the Website.
    2. By logging into the Account, the User confirms that:
      1. the User is at least 18 years of age (the age of majority) and has full legal capacity;
      2. has read the Terms of Service, Privacy Policy, and the Service's policy preventing the use of services for criminal purposes;
      3. is the owner of all Items associated with the Steam account and has the right to dispose of them;
      4. understands that use of the Service is at their own risk and all transactions are final;
      5. all funds used for transactions on the Service come from legal sources and do not violate anti-money laundering regulations or KYC rules;
      6. is responsible for managing and using the Account, for any actions or failures to act using the Account, and is obligated to keep the Account login credentials confidential.
    3. A User may have more than one Account on the Website, i.e., using different Steam accounts; however, privileges related to promotional programs — including bonuses for registering via a referral link, a reflink, and the use of affiliate codes — may only be applied to a single User Account. In particular, the User is not entitled to claim a referral link bonus on more than one Account, nor to use an affiliate code created on one of their own Accounts on another Account belonging to the same User. In the event of a violation of the above rules, the Administrator may refuse to grant the bonus or block the User's Accounts. The use of bots or other methods of automatic registration is prohibited. Sharing login credentials with third parties is prohibited. The User bears full responsibility for actions taken using the User Account.
    4. The Administrator may request additional information or documents as part of the KYC/AML procedure, in particular in accordance with Section 9 of the Terms of Service. Failure to provide the required information may result in the refusal to provide services or the suspension of the Account.
    5. The Administrator reserves the right to reject a login attempt or block the Account without providing a reason, in particular in the event of a violation of the Terms of Service, suspicion of fraud, money laundering, criminal activity, or actions detrimental to the Website.
  4. Terms of Use
    1. The Website is available 24 hours a day, 7 days a week, except for technical and maintenance breaks and incidents beyond the Administrator's control. The Administrator will make every effort to ensure that any interruptions are as short as possible. However, the Administrator does not guarantee that the Website will operate without interruption or error. The Administrator will post information on the Website's homepage regarding any maintenance work on the Website that may hinder its use in any way. The Administrator is not liable for any losses or damages resulting from such disruptions.
    2. Before using the Website, the User is required to review the Terms of Service and the Privacy Policy. If the User does not accept the provisions of the Terms of Service or the Privacy Policy, or has not reached the age of majority, they must cease using the Website.
    3. Only adults with full legal capacity may use the Website's services. Persons who have not reached the age of majority are prohibited from using the Website's services. If a person who has accessed the Website has not reached the required age of majority, they are required to log out. Making a statement that is inconsistent with the facts (a false statement) constitutes a serious violation of the Terms of Service.
    4. If the Administrator becomes aware that a minor is using the Website, the Administrator reserves the right to block all of that minor's Accounts due to a serious violation of these Terms of Service by said minor. Upon accessing the Website, the User will be informed of the blocking of their Account and of their right to file a complaint by appealing the decision to block the Account. If the complaint is accepted, the Administrator will immediately unblock the Account. If the complaint is not accepted, the Account will be permanently blocked, which simultaneously constitutes the Administrator's termination of the service agreement with immediate effect. The Administrator will review the complaint within 14 days of receiving it. A person using the Website in the manner described above has no claims against the Administrator regarding the blocking of their Account or the termination of the service agreement.
    5. To use the Website, the User must meet the minimum technical requirements, namely: possess electronic equipment with Internet access, along with a web browser version that supports cookies and JavaScript. At the same time, the Administrator notes that the performance of the Service depends on the User's computer hardware and Internet connection.
    6. The User agrees to use the Website in accordance with the law and generally accepted standards of conduct. In particular, the following is prohibited:
      1. using the Website in a manner inconsistent with generally applicable law, in particular by providing or transmitting content that is prohibited by law, defamatory, insulting, or infringing on the personal rights and other rights of third parties;
      2. exploiting or attempting to exploit, in any form, any potential errors or vulnerabilities in the Website;
      3. impersonating another person or entity on the Website;
      4. disrupting the operation of the Website, in particular by using specific software or devices to circumvent security measures or authentication used by the systems and networks, sending viruses, overloading, flooding, spamming, or mail bombing;
      5. decrypting, decompiling, disassembling, reverse engineering, or otherwise examining any software or components used to provide the Services;
      6. automatically downloading data to create databases or directories without the Administrator's consent;
      7. downloading data or other content from the Website for the purpose of creating or compiling, directly or indirectly, in one or more downloads, a collection, compilation, database, directory, or similar, using manual methods, bots, crawlers, or spiders, or by any other means.
    7. If a User discovers an error or vulnerability in the Website's operation, or a violation of these Terms of Service by another User, the User is required to immediately report this to the Administrator.
    8. Any attempts at fraud, concealment of identity, use of false documents, illegal payment methods, violation of other security rules, as well as in the case of the User's exploitation or attempted exploitation of errors leading to financial losses for the Website or the undertaking of other activities to the detriment of the Website, the Administrator is entitled to block the User's account. Upon accessing the Website, the User will be informed of the blocking of their Account and of their right to file a complaint by appealing the decision to block the Account. If the complaint is upheld, the Administrator will immediately unblock the User's Account. If the complaint is not upheld, the Account will be permanently blocked, which is equivalent to the Administrator terminating the service agreement with immediate effect. The Administrator will review the complaint within 14 days of receiving it. The User has no claims against the Administrator in this regard.
    9. Subject to the cases specified in the Terms of Service, in which the Administrator has the right to immediately suspend the User's Account and terminate the service agreement in the event of a violation of the Terms of Service by the User, the Administrator, following a prior unsuccessful request to cease or remedy the violations, with a reasonable deadline set, may terminate the service agreement with 14 days' notice.
    10. Within the Website, the User may: use the Account, purchase or sell an Item.
    11. The Website may occasionally host contests, promotions, or other events, the rules and conditions of which will be specified on the Website and in the relevant terms and conditions on a case-by-case basis.
    12. The Administrator may post, among other things, links to third-party websites on the Website. The Administrator has no control over the content accessible via these links. The Administrator assumes no liability whatsoever for any damages or losses resulting from the use of such websites. Users are advised to review the terms of service for the websites accessed via these links each time they visit them.
    13. This website is not associated with online gambling or payment processing.
    14. The User is responsible for maintaining the security of their Steam account login credentials and for verifying the correctness of the Website address before each login. The Administrator shall not be liable for any losses incurred by the User, including the loss of funds, arising in particular as a result of:
      1. the User logging in on a fake website,
      2. disclosing login credentials to third parties,
      3. accepting fake trade offers generated by third parties using the User's data obtained without authorization.
    15. The User represents and confirms that:
      1. the User fully understands the nature of the use of items in the game Counter Strike 2 and is aware of all possible risks and limitations associated with virtual items, including their purchase, sale, and use;
      2. acknowledges and fully agrees that all transactions involving the sale or purchase of Items are final and non-refundable and non-compensable (except for regulations introduced by Steam allowing for the cancellation of transactions — in which case settlement is based on the Transaction Price assigned to the transaction, not on the Item's current market value as of the date of cancellation, the end of the hold period, or the disbursement of funds);
      3. is the owner (holder) of all Items associated with the User's Steam ID.
    16. Certain features or the entire Service may be or become restricted or unavailable in certain jurisdictions, even without prior notice. The Administrator assumes no liability for the actions of competent authorities, which may impose such restrictions at any time and without prior notice.
    17. The Administrator shall not be responsible for:
      1. the acts or omissions of third-party service providers, including Valve Corporation, Steam, and payment processors;
      2. changes in the market value of Items, or pricing decisions or policies of the Steam community;
      3. the content and operation of third-party websites linked to from the Website;
      4. direct or indirect damages arising from or related to any use of or inability to use the Website's Services, including the sale or purchase of Items;
      5. damages resulting from a User's violation of the Terms of Service;
      6. damages resulting from force majeure.
    18. The Administrator shall not be responsible for any indirect or consequential damages incurred by the User, including lost profits.
  5. Buying and Selling Items
    1. Through the Service, the User may sell or purchase an available Item. Transactions are conducted in accordance with Steam's terms and are subject to restrictions imposed by Valve Corporation.
    2. An Item may only be listed for sale after the User has accepted the Terms of Service and Privacy Policy, and after the User has declared, by checking the checkbox, that they are of legal age.
    3. To buy or sell an Item, the User must meet all of the following conditions:
      1. be authorized to use the Service;
      2. accept all terms and conditions of the Terms of Service and Privacy Policy, and be of legal age;
      3. have an active, unblocked Steam account;
      4. have a Steam inventory open;
      5. have Steam Guard enabled;
      6. have a valid trade link.
    4. You can search for an Item using the search engine with advanced filters or by browsing through all pages listing available Items.
    5. Each Item displays the price at which you can purchase it. To make a purchase, you must have sufficient funds to cover the cost of the Item.
    6. After the User places an order to buy or sell an Item, the User is notified via their Steam account of the new offer. The User may accept or reject the offer. If the User rejects the offer or fails to accept it within the specified timeframe, the transaction to buy or sell the Item will not be completed. If the transaction to buy or sell an Item has not been completed due to technical issues on the part of the Service or for other reasons beyond the User's control, and the Administrator's verification confirms that the transaction was not properly executed, settlement is made according to the Transaction Price.
    7. The value of an Item purchased by a User may differ from the value of the same Item on the Steam Community Market. This is beyond the Administrator's control, and the Administrator assumes no liability for it. The values of items on the Steam Community Market are determined independently by Steam Community users. The market value of an Item after a transaction may differ from the Transaction Price. In particular, it may increase or decrease relative to the value in effect at the time the transaction was concluded. This is beyond the Administrator's control, and the Administrator is not liable for such changes. The User acknowledges that transactions are settled exclusively based on the Transaction Price, and not on the market price as of the date of the expiration of the hold period, cancellation of the transaction, or withdrawal of funds.
    8. The User's transaction history is available within the User Account. The User may view it at any time via the Website, but cannot download or save it to a durable medium.
  6. Balance and Withdrawals
    1. The User has two types of balances within the Account: the Purchase Balance (Wallet) and the Piggy Bank. Both balances are digital and are used exclusively for making transactions within the Service.
    2. The Shopping Balance (Wallet) consists of funds deposited by the User using the payment methods available on the Website. These funds may be used exclusively to purchase Items on the Website and are not subject to withdrawal by the User in any form, nor may they be transferred, deposited, or otherwise credited to the Piggy Bank. Only funds derived from the sale of Items on the Website, which are transferred to the Piggy Bank, are subject to withdrawal. This means that once the Shopping Balance has been duly topped up and the funds credited to the Account, those funds are non-refundable, including where they have not been used or have been used only in part. Topping up the Purchase Balance is possible only after accepting the Terms and Conditions and the Privacy Policy, as well as after the User submits a declaration by checking the checkbox confirming that they are of legal age. After crediting the Purchase Balance, the User receives a payment confirmation sent to the email address provided during the payment process — provided that the payment method in question requires such an email address. For payment methods that do not require an email address, the payment confirmation is not sent via email.
    3. The Piggy Bank is a technical balance into which funds obtained from the sale of Items by the User are transferred after the freeze period ends. Funds obtained from the sale are initially designated as "frozen funds" and remain in this status for a period of 8 days from the time of the Item's sale, with their amount corresponding to the Transaction Price for the given transaction. During the freeze period, this amount remains unchanged. Subsequent changes in the market value of the Item do not affect the amount of frozen funds, funds available for withdrawal, or the withdrawal amount. During the freeze period, the transaction may be canceled by the User, which results in either the Item not being transferred or the corresponding funds being refunded in an amount equal to the Transaction Price. After the freeze period expires, the funds are transferred to the Piggy Bank as "funds available for withdrawal," which the User may withdraw or transfer to the Purchase Balance. Upon withdrawal of funds, the payment processor may charge a commission, which will be deducted by the Administrator from the withdrawal amount. If the User transfers funds from the Piggy Bank to the Shopping Balance (Wallet), these funds, once credited to the Shopping Balance (Wallet), cannot be withdrawn, cannot be returned to the Piggy Bank, and may only be used to purchase Items on the Website.
    4. If the currency of the User's payment account differs from the base currency selected for a given payment on the Website, the payment will be converted to the base currency at the time of payment. The applicable charges, including currency conversion fees, are determined by the payment institution used by the User. The Administrator is not liable for exchange rates set by payment institutions.
    5. The Shopping Balance (Wallet) and Piggy Bank are solely digital records. The Shopping Balance (Wallet) and Piggy Bank do not constitute fiat currency, electronic money, or cryptocurrency. Any change to the digital record displayed within the User's Account or the Website interface is strictly technical in nature. The Shopping Balance (Wallet) and Piggy Bank are intended for use with the Website's Services.
    6. Where, when requesting a withdrawal, the amount the User may receive is marked with the "~" symbol or is otherwise indicated as an estimated amount, that amount is indicative only. The final withdrawal amount may differ from the estimated amount, in particular due to fees or commissions associated with the selected withdrawal method or fees charged by the payment processor, where these apply to the given withdrawal. The withdrawal amount is determined in accordance with the rules set out in these Terms of Service and the conditions applicable to the selected withdrawal method.
    7. Information presented to the User in the Website interface may, exceptionally, contain obvious technical or calculation errors. If, as a result of such an error, an amount is displayed that does not match the amount correctly determined on the basis of the User's Balance, the Transaction Price, the provisions of these Terms of Service, or the fees applicable to the given transaction or withdrawal, the Administrator is entitled to correct the incorrectly displayed information. If the error is detected before the withdrawal is executed, the Administrator will inform the User of the correct amount before the withdrawal is processed and will allow the User to cancel it.
    8. The Shopping Balance (Wallet) and Piggy Bank are non-transferable to another person, account, or platform and do not accrue interest.
    9. Withdrawals may only be made from the Piggy Bank after the following conditions, in particular, have been met:
      1. the end of the funds' freeze period;
      2. the successful completion of the actions referred to in point 9 of the Terms of Use;
      3. the Account or assets not being blocked for the reasons specified in the Terms of Use.
    10. Withdrawals are processed to a bank account, e-wallet, or another withdrawal method available on the Website. A request to withdraw funds using any withdrawal method available on the Website is possible only after accepting the terms of the Terms and Conditions and the Privacy Policy, as well as after the User submits a declaration by checking the appropriate checkboxes confirming that they are of legal age.
    11. Withdrawals may only be made to the account holder's name and details. The Administrator may refuse to process a withdrawal in the event of a discrepancy in the data.
    12. All deposit and withdrawal transactions are subject to verification in accordance with applicable anti-money laundering (AML) regulations.
    13. The Administrator has the right to withhold, suspend, or block a withdrawal if there is reasonable suspicion of a violation of the law or these Terms and Conditions.
    14. The User is obligated to immediately report to the Administrator any suspicious activity regarding their Account, in particular unauthorized transactions or attempts to withdraw funds.
  7. Complaints
    1. The User has the right to file a complaint in any case where they believe that their rights, particularly those related to the use of the Website's features, have been violated.
    2. Complaints should be sent to the following address: FlashSkins, or via email: [email protected]
    3. As part of the complaint, the User is required to provide a link to their Steam profile, their steamID64, and a description of the reported issue that allows for its verification. Failure to provide the above information will result in the complaint being left unresolved. The Administrator may also request that the User provide additional information or documents necessary to process the complaint, in particular to confirm that the complaint concerns the User's Account and that the User is the person authorized to file it, as well as to verify the transaction (e.g., payment confirmations, transaction IDs, confirmations from the payment provider). The User is required to provide such information or documents to the extent they are necessary to process the complaint. The Administrator processes the provided data only to the extent necessary to process the complaint, in accordance with the Privacy Policy and data protection regulations. The Administrator will process complaints within 14 days.
  8. Technical Support
    1. In order to quickly respond to Users' questions regarding the use of the Website's services, the Administrator provides a live chat feature on the Website. The live chat feature is accessible via the chat icon in the lower right corner of the Website. Through live chat, the User may submit a question regarding the operation of the Website and the services provided, and may also report a problem encountered while using the Website.
    2. Reports via live chat can be submitted 24/7. The Administrator responds 24/7, except on public holidays. In the event of email correspondence with the User, the Administrator responds exclusively to the User's email address used during the last Account top-up transaction made on the Website.
    3. The Administrator recommends that Users contact us and submit questions or issues via live chat — in the case of such a submission, the Administrator responds 24/7, and the Administrator is able to respond in a significantly shorter time compared to submissions sent via email.
  9. Actions to Prevent the Use of the Services for Criminal Purposes
    1. The Website's policy is aimed at combating illegal activity, in particular money laundering, terrorist financing, fraud, and other unlawful acts; accordingly, the Administrator has developed mechanisms to monitor activity, identify irregularities, and take appropriate action against suspicious transactions.
    2. By accepting these Terms of Service, the User acknowledges the general risk of virtual resources being used for criminal purposes and agrees to cooperate with the Administrator in preventing such activities. Accordingly, the User agrees to provide the Administrator with the information, data, and documents necessary to:
      1. identify the User, which includes determining, among other things, the first name, last name, identification number, citizenship, date and place of birth, and residential address;
      2. identifying persons who derive actual benefits from the Services, if the User acts on behalf of third parties or uses funds belonging to other entities. It is also possible to verify persons who derive actual benefits from activities within the Website;
      3. verifying the User's identity, consisting of confirming the accuracy of the provided data;
      4. determining the User's activity on the Website, including determining the value of current or anticipated turnover of Items, typical behavior and transfer of assets by the User, and the typical pattern of use of the Website;
      5. analysis of the User's activity for unusual behavior, including actions inconsistent with the User's established profile or the User's activity from the perspective of the rationality of their behavior (e.g., whether the User intentionally avoids transactions that are economically disadvantageous to them), and analysis of the User's assets in relation to their financial situation;
      6. requesting documents confirming the source of funds used for the User's activities on the Website, including for the purpose of analyzing the User's behavior when there is a reasonable suspicion of illegal activity;
      7. checking for the presence of Users on sanctions lists and identifying individuals with PEP/RCA status;
      8. updating data and documents, whereby, in the case of a User identified as posing an elevated risk, updates occur more frequently, at least once a year.
    3. The User consents to the processing of personal data for the purposes set forth above, as well as to the collection, processing, and storage of such data, including through the use of software by the Administrator or its partners.
    4. The Administrator is authorized to use the information and data for analyses aimed at determining whether the User's activity may be linked to criminal activity.
    5. The User agrees to use the Website in good faith and, in particular, to refrain from:
      1. using the Services or the Website on behalf of third parties, or using third-party funding;
      2. concealing their identity or using outdated, false, or another person's documents;
      3. exploiting technical errors of the Website;
      4. using payment methods belonging to other persons (e.g., using a debit or credit card, or a third-party payment account);
      5. creating multiple Accounts without a valid reason;
      6. violating the Terms of Service, policies, and procedures regarding the operation of the Website;
      7. introducing assets into the Service that have no legal source or correlation with the User's income;
      8. immediately withdrawing Items upon receipt for the purpose of converting and transferring value, which may indicate the use of the Service as a tool for converting and transferring assets;
      9. using Items as a tool for storing or transferring proceeds of crime (trading in Items on the Service is for entertainment purposes only and is not intended to create alternative means of storing and transferring value);
      10. ordering the withdrawal of funds to accounts, bank accounts, or wallets belonging to third parties.
    6. The User is obliged to refrain from making deposits from accounts, bank accounts, or wallets that do not belong to them, as well as from making withdrawals to accounts, bank accounts, or wallets that belong to other persons or over which third parties have control.
    7. In the event of a reasonable suspicion or determination that the User's actions fall under the cases described above, violate applicable laws, or breach the Website's internal rules, the User acknowledges that the Administrator is entitled to refuse to process transactions or suspend them; block the User's Account, restrict access to the User's Account, held Items, Purchase Balance, or Piggy Bank, as well as tools enabling the trading or removal of Items from the Service; withhold payment of funds to the User; conduct additional verification and request explanations; refuse to provide services; notify the relevant authorities of a suspected crime.
    8. In situations involving a refusal to execute a transaction, the suspension of a transaction, a block, or a restriction on access to the Account, held Items, the Purchase Balance or Piggy Bank, or tools enabling the trading or removal of Items from the Service, or the withholding of payment of value for the purpose of proceeding with the lifting of restrictions, the User is required to provide the data, information, and documents specified by the Administrator.
    9. In order to lift the restrictions, the User is required to provide the necessary information and documents. After reviewing them, the Administrator may restore full or limited access to the Account, or terminate the relationship and return any funds held to the User.
    10. In cases where the Administrator has reasonable grounds to suspect that the User is involved in criminal activities, the Administrator will report the matter to the appropriate authorities.
    11. If the User fails to provide the requested data, information, or documents upon the Administrator's request, the Administrator will terminate the relationship with the User. Failure to provide the required data may result in a refusal to establish or the termination of the relationship without restoring access to the services. The Administrator will then consider notifying the relevant authorities.
    12. The Administrator is entitled to immediately terminate the relationship in the event of a reasonable suspicion of criminal activity or a violation of generally applicable law or the Website's regulations, including the Terms of Service and policies.
    13. The User acknowledges that the User's funds, assets, and Items may be held until the Administrator receives appropriate instructions from the relevant authorities.
    14. The Administrator shall not be liable for, nor bear the risk of, any reduction in the User's assets resulting from actions taken to fulfill legal obligations related to combating crime and cooperating with the relevant authorities. The User accepts these actions and waives any claims related thereto, declaring their cooperation by providing the required information and documents.
